I am certainly not Jeff Dee, but i do know he does have a
homepage if you have www access. The address is:

http://www.realtime.net/~gauntlet/index.html

As far as V&V goes, I quote Jeff:

"News Flash! 1/25/95

"We have initiated legal proceedings with the intent
to cancel our contract FGU. If all goes well, all rights
to V&V should be back in our hands within a matter of
months. At that point, we will begin actively
looking for a new publisher. We have already recieved
several serious enquiries. I'll post any new
developments here as they occur.

"

Jack and I own the copyright, but the publication
rights are tied up in our contract with Fantasy Games
Unlimited.

A 3rd edition of V&V was already underway when it
became apparent that FGU's handling of V&V
made it unlikely that we would ever receive sufficient
monetary compensation for the work a 3rd edition
would require. Without advertising, without support
products, and without being present at the industry
conventions, FGU could not be expected sell very many
copies of anything.

We would like nothing better than to breathe new life
into V&V. We know there are still many of you
out there who look back on it fondly. If you'd like
to see new V&V material, email me."

Jeff Dee's email address is [g--nt--t] at [bga.com]

Apparently he is working on a generic RPG called
the System which you can also get from him.

Hope this helps!
