Well, not the national office of NORML, they are all high paid lawyers who
do us a valuable service in pressing cases against the DEA, like the Francis
Young Decision, which was a result of petitions filed by NORML.

However, I agree that grass roots action is THE way to go.  My best advice is 
to join as many local groups as you can.  

If you are looking for a good national publication, the up-and-coming New
Age Patriot is exactly what you described.  It focuses on the issues, not
the party mentality.  It is publishing quarterly-bimonthly right now, 
and costs $15 per year (this gets you six issues.)  
It just expanded to ten(x2) pages.
