Here are some numbers/addresses where you can pick up publications from
government agencies free of charge.  Most of these publications are biased
pro-status-quo, but the actual data is valuable nonetheless.

The Bureau of Justice Statistics has a section on the NCJR electronic BBS.
The number is 1-301-738-8895 (not toll free, unless short-distance, of course)

The Bureau of Justice Statistics will send you a catalog of their free
literature, call 1-800-732-3277 (toll-free)

Another Agency which publishes and distributes such literature is
Drugs and Crime D.S. & C.H. 1-800-666-3332 (toll-free)
