Subject: NH police and "internal possession"

Seems the Keene, NH police have been stopping college kids younger than
21 while walking on the street and asking them to take breathalyzer 
tests.  If the test reveals _any_ alcohol, the youths are then booked 
for "internal possession" of alcohol.

The test is voluntary, but the nice policemen neglect to inform the
suspects of their option to refuse.  Nor do they explain that a 0.01%
reading will land them in a police station.
