Washington DC 20501 Subj: The Registration of Cannabis Users Dear Mr. President, I am writing you today to point out to you a total disregard for the laws of the United States on behalf of the Drug Enforcement Agency (DEA). I would like to point out to you that the DEA has the ability, in law (21 CFR 1301.00 - .99), to license the legal manufacture, import and export, distribution, & sale of Cannabis Sativa, Hemp or marijuana. Under 21 CFR 1301 the DEA is authorized to issue licenses for the legal handling of marijuana, but they refuse to do so. Many people would like to legally grow Cannabis Sativa, Hemp, Marijuana, for a variety of purposes including Medicine, Paper, Fuel, Food, Fiber, Socially. They have been denied to do this Legally by the DEA. If we were, as is laid out in 21 CFR 1301, to allow the legal manufacture and distribution of Cannabis to other license holders several positive effects would be revealed. First would be the addition of as much as $1 Billion dollars to the Budget of the United States as a direct result of the registration of the Users, Manufacturers, and Distributors. Additionally Tax revenue could be generated from the taxes levied on the sale of Cannabis. Further the Law Enforcement, and Prison Budget, that is used to investigate many of the Cannabis related cases could be used elsewhere. Furthermore there would be an immediate return of respect for the Law, and Law Enforcement Agencies by those that are registered. As I am sure that you are well aware it is the respect that people have for the law that keeps them law abiding. Many of the people that currently use Cannabis products for medical and personal purposes feel that the current policy regarding this use is totally misguided and in some cases even criminal. These people would, if allowed, register and begin again to Trust and Respect the Law and Law Enforcement. What is needed for this to take place is not an act of congress or god, but a simple Policy Directive to the Attorney General to Direct the DEA to issue the permits when applications are made. It would be a simple matter for you to take this step, please do so. I urge you that there is no need to send over 20 Million American People to Prison for the use of a Natural Herb, and thatUs what it will take to stop its use.
