  In today's NY Times, two Federal Judges said they would, in protest, 
refuse to preside over drug cases.  Jack Weinstein and Whitman Knapp, 
both of NYC, said the emphasis on arrests and imprisonment, rather than 
education, prevention and treatment, had been a failure.
  It is said, that 50 or so of the 680 Fed Judges are refusing to take 
drug cases.  An even smaller number has called for the legalization of 
drugs.
  In closing, the article quoted former NYC Police Commissioner, Vincent 
Broderick, "We haven't dealt at all with why people go to drugs.  Why 
aren't we spending more money in this area?"
