In essence, the Sacramento Superior Court agreed with hemp advocates that Lungren had prejudiced voters against signing the initiative by failing to mention the 21 year age limit the measure sets for legal use of marijuana, as well as agreeing to correct a number of other technical points. This is the first time in history that such a judgement has been handed down against an Attorney General. Hemp is the valuable industrial crop grown throughout the world to make textiles and paper. One product of hemp is the medicinal herb sometimes called marijuana. This initiative would restore California's once prosperous hemp industry while regulating marijuana like the state's wine model. The proponents had insisted that the word hemp should be included in the title and summary, but the judge did not compel the Attorney General to comply. Nevertheless, the proponents hope to have that decision reversed and the title and summary amended to refer to hemp before it appears on the November ballot. "This decision is important for the hemp reform movement and for the integrity of the initiative process," said initiative proponent Chris Conrad.
