The exact quote was, "Marijuana, in its natural form, is one of the safest 
therapeutically active substances known to man."  Judge Francis L. Young, DEA 
Docket No. 86-22, Sept. 6, 1988, pages 58-59.  Judge Young had cancer and died 
shortly after making this ruling, so I doubt if he was too concerned with the 
dirty looks he must have gotten.
