Date: 26 Mar 1994 18:36:18 GMT Hello from the U.S. There have been many posts lately about the possibility of legal industrial hemp in Canada. This is a warning to environmental activist groups. A bill, C-7, will allow a system for the registration of industrial hemp production in Canada. However, the system will be administered by an agency in Canada which seems to me to be a bit like an unarmed equivalent to our DEA. Hemp is actually `legal' to cultivate at the DEA's discretion in the U.S. -- but you won't see anyone growing it here because the DEA will not issue permission easily. This agency may decide to be strict or biased in distribution of registration. In addition, the same bill will further escalate the Canadian War on Marijuana by enforcing new, more strict, laws governing the use and possesion of marijuana. DON'T GET USED. THIS BILL MAY NOT BE AS GOOD AS IT LOOKS. I encourage all Canadian hemp and marijuana activists to get reliable information about C-7 before they decide whether to take action for or against the bill. Also I would like those hempsters who are pure environmentalists to realize that this bill may in fact make it harder to get a large-scale hemp industry moving, by putting it under the discretion of the wrong agency, and to remember that marijuana smokers/libertarians have the right and duty to oppose the bill due to the civil rights content.
