This man wins a blunt!  It turns out that the engineers in both of the
highly publicized train wrecks admitted to either drinking, or not getting
enough sleep and watching TV.  There was also some serious questions as 
to the train company's equipment, and one of the urinalysis tests was
later found to be from a rather - well shall we say bogus - laboratory.

AND -- these two headline events just happened to occur just when the
new War on Drugs budget was coming up for votes in the Congress.

Mere coincidence?
