Is it a police state we will get from the WOD or is it a police mafia?

         MANILA, Philippines (Reuter) - Ten percent of the police
force in metropolitan Manila are protectors or members of drug
syndicates, the chief of the Philippine police capital command
was quoted Wednesday as saying.
         The Manila newspaper Today quoted police director Ricardo
Sarmiento as saying some policemen were also involved with Asian
drug rings, including the 14K triad based in Hong Kong.
         ``The main reason why we have been failing in our drive to
catch big fish in the drug circle is that we have corrupt
policemen who are either protectors or directly involved in the
manufacture and distribution of prohibited drugs,'' Sarmiento
was quoted as saying.
         He was not available for comment Wednesday.
         The police commission earlier ordered all members of the
country's 100,000-strong police force to undergo drug tests to
combat the increasing number of policemen using drugs.
         There are about 13,000 policemen in metropolitan Manila.
