Colonel Faustino Rico Toro, 58, pleaded guilty to conspiracy to distribute cocaine and faces a sentence of five to 40 years and a fine of $2 million, officials said. Rico Toro was indicted by a Miami federal grand jury in March 1994 and extradited to the United States this year following a February ruling of the Bolivian Supreme Court. He once commanded Bolivia's special forces against drug trafficking, a division of the military. "His extradition and conviction underscore the importance of international cooperation in combatting drug trafficking," Miami U.S. Attorney Kendall Coffey said in a statement.
