Just some facts and figures to play with:

Rise in seizures of illegal drugs 1982 - 1992 by British police, customs 
and excise:

 -  237%

Rise in arrest of individuals suspected of dealing in proscribed substances,
1982 - 1992:

 -  179%

Percentage of individuals aged 16-29 years using illegal drugs:
(Based on random representative surveys of 10,000 people)

1982:    13%
1992:    28%

Percentage of offenders found in possession of cannabis punished by fine,
community service or imprisonment:

1982:    71%
1992:    30%


I'll try to get actual figures as well.  Sometimes getting information from
the UK government is like drawing teeth.

The figures came in a written reply to me from my Member of Parliament,
and were obtained from 'Home Office sources'.  Unfortunately the 
b*****ds did not include the hard figures, so I have written another
letter.  I assume that they were taken from the regular 10 year review
undertaken by UK govt.
