	Here's a few excerps from today's San Francisco Chronicle.

	"The mayors and police chiefs of the Bay Area's three largest
cities declared the nation's war on drugs a failure yesterday and called 
for a new anti-drug strategy that emphasizes prevention rather than law
enforcement.
	"The leaders urged the Clinton administration to redirect billions
of dollars spent on arresting drug dealers and users toward education, health,
and prevention programs."

	"The declaration from San Francisco, Oakland and San Jose comes 
two decades after President Nixon declared a "war on drugs" and pledged to
crack down on illegal drug use and sales.
	"But 20 years later, with inner-city drug use and related violence
at an all-time high, law enforcement officials in the highest reaches of
government are conceding that the policy has failed."

overcrowded jails is there on drug charges, mayor Jordan said that too much
