From Miami Herald Op-Ed Sept 16, 1993 in response to the hysteria 
over tourist shootings, the mayor of Miami, Xavier Suarez, had this 
to say:

"We should place in adult jails only those who have committed 
serious crimes. Lesser criminals should not be occupying the beds
needed by hardened criminals."

I'm reading this and thinking, gee he's got the right idea!
But two paragraphs later:

"Drug dealers caught with their contraband should be locked up for many 
years, regardless of how we learned of their possesion of the drugs".

Sigh.
