"We've gotten 5,150 telegrams and letters, and 5,000 of these were telegrams, most in the last few days. This is not the normal response we get to notices like this," a Treasury Department media official in Washington said. Wednesday was the deadline for public comment on the proposed rules. "We've never had anything like this before," the official said. Blah, blah, etc. All of which makes me think it's a good idea to get their attention occasionally.
