Election description:
The election was called by the governor for the purpose
of voting on one measure, Proposition 172, as part of the
deal by which the state budget was balanced. In Santa
Cruz and Monterey Counties, it will be consolidated with
the special general election to fill the vacant Assembly
seat created by the resignation of Sam Farr.

Brief summaries of the initiatives, titles, and votes by
which the legislature approved them (if any), are
appended to the end of this file.

Proposition 168. Low Rent Housing Projects. Legislative
		 Constitutional Amendment. 
Assembly: 55-22
Senate: 29-5.
Summary: Changes definition of low-rent housing projects and the
process by which local governments approve them.
Fiscal impact: reduces local election costs and could
result in increased local expenditures for low rent
housing.

Proposition 169. Budget Implementation. Legislative
		 Constitutional Amendment.
Assembly: 54-23.
Senate: 29-4.
Summary: Allows the passage of one multi-subject bill
including all enabling legislation directly related to
the annual budget.
Fiscal Impact: None.

Proposition 170. Property Taxes. Schools. Majority Vote.
		 Development Fee Limits. Legislative
		 Constitutional Amendment.
Assembly: 54-24
Senate: 30-7.
Summary: Allows local school district bond measures to
pass on majority vote instead of 2/3 majority and limits
uses of developer fees.
Fiscal Impact: probable annual general fund savings of
several hundred million dollars; increased costs of
similar amounts of local school districts.

Proposition 171. Property Taxation. Transfer of Base Year
		 Value. Legislative Constitutional
		 Amendment.
Assembly: 79-0.
Senate: 35-0.
Summary: Allows county boards to authorize the
transferral of proposition 13 property values to
properties in another county when the existing property
is substantially damaged or destroyed.
Fiscal Impact: property tax revenues could decrease by an
unknown, but probably not significant, amount.

Proposition 172. Local Public Safety Protection and
		 Improvement Act of 1993. Legislative
		 Constitutional Amendment.
Assembly: 55-22.
Senate:	27-12.
Summary: Implements a county-by-county 1/2% sales tax
increase in order to provide a dedicated revenue source
for public safety.
Fiscal Impact: generates approximately $714 million in
fiscal year 93-94, and $1.5 billion per year thereafter,
in additional sales tax revenue for counties and cities.

Proposition 173. California Housing and Jobs Investment
		 Bond Act. $185 million Legislative Bond
		 Act.
Assembly: 65-7.
Senate: 25-5.
Summary: establishes a program to provide mortgage
guarantee insurance for low and moderate first-time home
buyers, and funds the program out of bond sales.

		 Constitutional Amendment.

Summary: establishes a voucher system to replace the
current public school system.
