Subject: ALERT: CA - Waiting Peri

CALIFORNIA

WAITING PERIOD EXTENTION: On Tuesday, January 30, counsel for the
California Legislature issued an opinion on the waiting period
extension imposed by Attorney General Dan Lungren.  The nine-page
opinion concluded that: "...it is our opinion that the Attorney
General may not increase the firearm delivery waiting periods that
became operative January 1, 1996, which provide for a 15-day period
for purchase of a pistol, revolver, or other firearm capable of
being concealed upon the person and a 10-day period for all other
firearms."  Hopefully, Attorney General Lungren will correct his
wrongheaded action and restore the waiting period to what is
mandated in the Penal Code.  Members: please call and thank
Assemblyman Pete Knight and Senator John Lewis who prompted the
Legislative Counsel to issue the opinion.

"SATURDAY NIGHT SPECIAL" UPDATE: West Hollywood actively has been
recruiting other cities to pass bans on so-called "Saturday night
specials."  To date, only Compton has taken the bait.  On February
5, 1996, the City of Huntington Park was scheduled to vote on a
"Saturday night special" ordinance.  Fortunately, reason prevailed
and the ordinance was put off indefinitely.
