SB 1128 (Roberti) that would restrict the use of magazines with a
capacity over 15 rounds passed out of the State Senate on June 9.  The
next stop is the State Assembly.  Contact your Assembly Member and
tell them to vote against this.  We expect that major amendments will
be made in the Assembly.

SB 247 (Petris) is the bill that would have required fingerprints and
photographs for firearm purchases.  The bill failed in the State 
Senate.

AB 1105 (Katz-District 39) would have raised the penalty for carrying 
a concealed weapon from a misdemeanor to a "wobbler".  In spite of 
personal, on-site support from Speaker Brown, the bill failed in the 
Assembly Ways and Means Committee.  Assemblyman Katz requested and was 
granted reconsideration, thus making it a two-year bill.

AB 2352 (Baca-District 62) would allow the use of "assault weapons" on 
public lands with the approval of the land management agency.  The bill 
passed off the Assembly floor and is in route to the Senate.

SB 822 (Hayden) would restrict law enforcement sale of seized weapons.
It passed off the Senate floor to the Assembly.  AB 1547 (Polanco-
District 45) and AB 1333 (Gotch-District 76), which are similar to SB 
822, will be combined into one bill (AB 1333).  Thus far, there has 
been little law enforcement opposition to these bills.

The Department of Justice (DOJ) has received spending authority from
the Department of Finance to begin implementation of the basic 
firearms safety certificate program (AB 618 / Areias-District 28).  The 
"targeted" implementation date is January 31, 1994 but DOJ may seek 
legislative authority to move that date back even further.
