The New York City PD has started a $1000 turn-in program.  It urges
officers who "know of a friend who is carrying illegally" to turn them
in for a cool grand.  WNBC-TV has promised to support this effort with
30-second TV spots.

The NYPD also publishes a newsmagazine called "Spring 3100", which is
intended to be a *non-political* "Hero of the month/morale boosting"
house organ.  The July/August issue, (whose cover BTW sports a photo of
NY Mayor Guilinani, NYPD Commissioner Bratton and Hillary Clinton) has
an article entitled "Getting Guns Off the Streets of New York".

This article boasts, among other things:

* That since last June, ATF-NYPD efforts have resulted in 229 of 235
FFL applications have been withdrawn or abandoned.

* That 95 of 110 Class 3 (curio/collector) licenses have been withdrawn
or abandoned.

* That despite the Brady bill's provision for a 5-day background check,
NYPD still takes 4-6 *months* for its background check, which includes
a personal interview to explain why a license is thought to be
necessary.

* The NYPD is promoting its anti-FFL/anti-licensing agenda to
neighboring Nassau, Suffolk and Westchester counties, and to the cities
of Buffalo, Syracuse and Albany.
