"In Mexico City's War on Crime, Citizens Are Armed and Angry: Brazen Brutality Deepens Distrust of Government" (Julia Preston's article, "The New York Times," Fri 7 Nov 97, pp. A1, A6) Mexico City, a diverse community like the USA, offers a laboratory to test the hypothesis, that guns should only belong to the police, and that law-abiding citizens should be disarmed. The results are not particularly inspiring. Far higher and more obtrusive than the USA's, the crime rate has been increasing by 30% a year. The police themselves, often on the take from criminals, are a substantial part of the problem. The reported rate for solving crimes, 3.6%, compares poorly with the US rate of 20%. Finally giving up on the police, "urban residents are quietly arming themselves, mainly by purchasing handguns from the black market, since procedures for registering weapons legally are cumbersome." --Hugo S.
