Here in Georgia we have a process called "instant check" which
effectively bars sales of handguns to minorities.

An aquaintence of mine who runs a pawn shop tells me that most
of his minority customers are not ok'ed by the state but most
white customers are.

The state will not reveal why the application is denied and 
clearing the bad info is nearly impossible. Most give up.

Look for this system to be extended to long guns in the near 
future.
