Dear Mr. Johnson Thank you for your letter on behalf of Mr. XXXX XXXXXX concerning an article published in the November 1995 issue of the American Rifleman regarding the Centers for Disease Control and Prevention (CDC) grant number R49/CCR903697 that partially funded the Inquiry [sic] Prevention Network Newsletter. Officials in CDC have reviewed this newsletter and determined that the section of the newsletter entitled "What Advocates Can Do" was an inappropriate use of funds under the anti-lobbying provisions of Federal grant guidelines. Consequently, CDC is disallowing the costs charged to the CDC grant for publication of the newsletter. The basis for this particular disallowance was in accordance with OMB Circular No. A-21, Cost Principles for Educational Institutions. " CDC is committed, to the appropriate use of Federal funds in carrying out the important public health function of injury control and prevention, Including injuries related to firearms. In preventing firearm injuries, it is not CDC's intent to promote an anti gun agenda. CDC's interest is in promoting the science that can contribute to the information base about firearm injuries.
