Are you suggesting only >the armed ones benefitted? I think you're referring to a program conducted by the Orlando, Florida police department, not Miami. Kleck discusses this in _Point Blank_. Between October 1966 to March 1967 over 2500 women were trained to use guns, and the program was highly publicized in the media. While national and state rape rates remained constant, Orlando's 1967 rape rate plummeted 88% compared to 1966.
