        "NEW YORK, Dec. 16 (UPI) - A new report says New York state  
conservation police officers illegally sold hundreds of weapons taken 
out of service when the department upgraded its side arms in 1990 and 
1993."

 *Many officers sold them to unlicensed gun dealers.
 *The department upgraded from .357 magnum revolvers to 9mm semi-automatic
  pistols in 1990; and later to .40 caliber semi-automatic pistols in 1993,
  "At the time, conservation officers said they needed the more 
   powerful weapons to counter the guns wielded by criminals."
