Seeing the metamorphosis of this claim, as it passed from party to
party, makes it appear that even the New York Times plays the game of
"telephone" or "gossip."

The New York Times article (as printed in the Seattle Times, 3/12/95)
referenced studies by BATF, CBS News, and IACP/HCI.  It claimed that "up
to 45,000 convicted felons ... were turned down after reviews."

However, CBS reported it somewhat differently.  As I posted elsewhere:

Last September (Seattle PI, 9/18/94, and LA Times / Washington Post,
9/22/94), Sarah Brady wrote that 23,000 "possible felons" were denied
during the very first month.  But a USA Today article (2/28/95)
suggested that only about a portion of denials (4,365 out of 15,506 in a
BATF survey of 26 states over 11 months) were for convictions.  And an
NPR "All Things Considered" report that day mentioned denials for a
parking ticket, and for an unlicensed dog.
