      Yea, here in Houston folks were refused approval because of outstanding
parking tickets.   I myself, a middle-aged local doctor,  was turned down 
because of a screwup  which took weeks to correct .   So,  at least one 49 
year-old  MD PhD who doesn't even get parking tickets is one of your
" 45,000  felons  ".
