The following is an except from an interview with K C Carlson that took 
place on Sunday afternoon at the UK Comic Art Convention. For the full

K: The big project I keep refering to is a cross-over project, the title of
   which is called Zero Hour. basically it came apart... it came together...
   it may come apart later :-) it came together under bizarre circumstances,
   because I came into DC working on the Legion and dying to make the Legion
   more popular and more visible at DC which is something that hasn't
   happened very much and the one thing that's always bothered me whenever
   we've done one of the major cross-over things like Legends or Millenium
   or Crisis on Infinite Earths or things like that. The Legion's always
   been kind of off in the background, I mean they've never been a real big
   part of that. So I said this is time to change that and I said I want to
   do next year's cross-over and I want the Legion books to be a very big
   part of it. At the same time, Dan Jurgens from the Superman family had
   submitted a proposal for a cross-over series dealing with time travel. So
   from two opposite directions we're coming at the project, and we've
   decided to work together and the name of it is Zero Hour and it involves
   time travel. It also involves the DC timeline, there'll be some changes
   therein, some of the status quo. We've been through some contnuity
   buffets in the Legion and you can imagine what some of the things may be
   happening, and hopefully they'll be straightened out for the final time.
   We're going to get it right this time. 
   I tend to refer to some of the continuity implant things that were forced
   onto the Legion because of other books as bandages. Hopefully we feel
   that we're coming onto a structure that's healthy enough that we can take
   the bandages off and hopefully satisfy a lot of people who enjoy the past
   as well as looking ahead to the future.
   Zero Hour will be a 5 part limited series. It won't be an annual
   cross-over like our last couple. It will be issued weekly at the end of
   the summer of 94, pencilled and written by Dan Jurgens and it will affect
   most of the DC universe. We haven't worked out all of the plot details
   yet, but we're probably going to be seeing a shattering and re-ordering
   of the DC timeline, and trying to straighten out a few of the major
   continuity glitches of the DC universe that have been hovering around
   since the conclusions of Crisis on Infinite Earths.
R: So is this going to explain the origins of the Legionnaires?
K: Exactly. We will find the true genesis of the Legionnaires 
R: and Valor?
K: Yes.
R: Superboy?
K: Yes.
